Benefits of Kerala Pay Revision Commission Report 2010 at a glance

The ninth Pay revision report submitted and there will be a considerable Hike in Salary for Kerala Government Employees, Teachers, University Staff, Cooperative Bank Staffs, Part Time govt. employees, Kerala Police, Kerala Fire Force etc. This post summarizes the important benefits to employees as per the pay revision commission report.

In the new recommendations the revised Pay Scale begins 8500 (A minimum increase of salary and allowance together will be Rs. 1662) and ends at Rs. 59840. As per this recommendation the minimum basic pay of a government employee is Rs.8500. As per the last pay revision there were 24 pay scales and now the pay scales are increased to 27, additional three new scales are also introduced. The pay up gradation for grade 2 to grade 4 employees are after 8th, 15th , 22nd and 27th year of joining service.

Salary for all university staff will be organized and equal salary structure will be there for top positions of university and secretariat. Pay scales will be given for part time employees also and this is the first movement in the state. Pensioners also get more benefit as per the recommendation.

There will be risk allowance for those who are eligible for the same and the spec allowance will be increased to Rs. 1000. And the new revision is supposed to implement from 01st April, 2010

No doubt this is a New Year gift for around 489000 government employees all over the state, even if there may be anomalies or disparities expected.  Let us wait for the official declaration and implementation of the recommendations of the 9th pay revision commission.

  18. do not allow the spl secy post to sectt employees as they are getting too much promotions and best ratio promotions and higher grade promotions @ 1:1,, moreover there is no details of how many employees in addl secy cadre , jt secy cadre ,dy secy cadre , us hg, us , so hg , so , sel gr asst , senior gr asst , assistant and all with around 25 yrs of experience is retiring as addl secy or jt secy with only mere a degree and pass in deptal test. this must be abolished.

  24. newly proposed scale starting from Rs.19240 is far below the second incriment stage of the previous scale , ie Rs.21240. Service weightage 0.5% for each year is not at all beneficial compared to previous salary commission report. Benefits additionally offered to doctors by the government before salary commission report makes an imbalance between doctors and other govrnment staff of the same class. Increase in HRA is very low compared to the increased rent rates. Benefits at the bottom level is far above the benefits of middle class employees

  40. There are a lot of Clerical and other mistakes in the Pay Commission Report. Eg:- in the University Technical/Engineering section the qualification for the post of Instrumentation Engineer is one & same in the University of Kerala, University of Calicut and in the Kerala Agricultural University. But the scale of Instrumentation Engineer is equated to the scale of the Executive Engineer in Both University of Kerala & Kerala Agricultural University, but in the University of Calicut it is equated to the scale of Assistant Engineer by saying that it is directly recruiting post. The actual reason for that mistake is that the committee members didn't noticed the last paragraph in the Statute of the University of Calicut which mentions 5 years experience as essential qualification for applying for the post of Instrumentation Engineer. Or it may be due to the ignorance of the committee members in the technical matter.
    The scale of Junior Engineer (Instrumentation) in the University of Calicut & University of Kerala, which was earlier equivalent to the scale of Technical Officer Grade II, has equated to the scale of Assistant Engineer, by forgetting that the job of Junior Engineer (Instrumentation) is to purchase, maintain and look after the sophisticated and complex equipments in the science departments of the University, as mentioned in the guidelines for USIC by the University Grant Commission. So the above said post should be equated to Tech. Officer. Sen. Gr.(as mentioned in the new report).

  42. The commission has ignored the public health staff,comparatively low scales are given to them. Innoder to improve the quality of field work which is a necessity due to the increasing quality and standards of local people , at least a degree in public health is needed for the jr h.i gr 2 posts

  47. I joined service 0n 9/6/2002. my basic pay 0n 7/1/2009 was 13610. As I got higher grade on completing 8 yrs, my b.p. became 14750 in june 2010, as per the pre-revised scale. If I opt 7/1/2009 for fixation in the revised salary scale, my b.p. will be 24660. Will anyone please let me know how my grade will be calculated in the revised scale if i opt 7/1/2009

  51. No pension related GOs are found after the Pay Revision orders 2010. It is ordered in the said GO(P)85/2011 dated 26-2-2011, that fixation of Pension will be issued seperately. Is there any news of fresh orders related to Pension Orders?
