More clarification, Children Education Allowance Scheme

There are more clarifications from the department Personal & Training of the Ministry of Personnel, P.G and pensions regarding Children Education Allowance (CEA). This is issued through Office Memorandum No. 12011/08/2010-Estt. (AL) dated 30th December, 2010 for clarifying the references from various departments. This is in the format of question and answer to clarify the references. Let us see the clarifications.

As per the clarification the CEA or Hostel Subsidy is admissible to a government servant for his/her child for the academic year, even if the service of the government servant ceased due to retirement, dismissal or removal in between the academic year. The payment will be given to the government servant by the office in which he/she was working before the abovementioned event.

If the death of the government servant happened and the spouse of the deceased is not an employee of any authority or organization partly or fully funded by the Central or State government the reimbursement of CEA/Hostel subsidy is payable to the children till such time the employee would have actually received the same, subject to the condition that other terms and conditions are fulfilled by the office in which the government servant was working prior to the death.

The upper age limit for disabled children has been set at the age of 22 years and  other children is 20 years or till  the  time  of  passing  12th class whichever is earlier.  CEA  may  be  allowed  in case of children  studying through  “Correspondence  or  Distance  Learning”  subject  to other  condition prescribed

‘One set of  shoes’  means one  pair  of  shoes  and  ‘two  sets of uniform’  means  two sets  of  uniform  prescribed by the school in which the child is studying. A set of uniform will include all items of clothing prescribed for a day, as uniform by the school. Reimbursement  may  be  allowed for two  sets  of  such  uniform  irrespective  of the  colours /winter/ summer/ PT uniform

In case of hostel subsidy,  station  would  be demarcated  by  the  first  three  digits  of  the  PIN  Code  (indicates the Revenue District) of  the  area  where  the Government   Servant  is  posted  and/or  residing’.

(vi) Whether  fee  paid  10 organizations/institutions  other  than  the  school  or fee  paid  to private  tutors  for purposes  mentioned  in  para 1(e) of  the  OM dated 2.9.2008  is reimbursable?

No. It is clarified that the term ‘fee’ contained in the para 1(e) of the OM dated 2.9.2008 would mean the fee charted by the school directly from the student. Not for the fee paid for private tutors.
